Currently when enabling View > Panes > Horizonal Panes this is a global function. Please consider allowing this to be also local function to any perspective. So if I have 3 perspectives labeled A, B, C, I would like to enable Horizonal Panes for perspective B only or maybe A and C only and not B.

Horizonal Panes isn't part of "Menu -> View > Panes" at least not by default as far I'm aware.
Your request: Move "Horizonal Panes" a perspective setting. So move the checkbox from "Section Properties" to "Perspective Settings", which makes more fine-grained to control, but bit more tedious to set as a global setting.
I tend to prefer the fine-grained control. I'm currently not relying on "Horizontal Panes', because it's not a 'good' default for me. I do grasp that there are circumstances where it can be practical (large amount of tree columns). So tying the Horizontal Panel to perspective makes sense, IMHO
