Form Split Screen

I created a form with 15 attributes, when I goto an item I see the screen is split, the top half shows the attributes and the bottom half shows the notes, please provide the ability to change the split screen right ( move the horizonal bar up/down ) now I cannot change it at all.

I can't make much sense of: "please provide the ability to change the split screen right ( move the horizonal bar up/down )".

Do you want to be able to change the divider between forum and note text? So increase the size of the editor (by hiding the form) or visa versa increasing the size of the form, by reducing the size of the note further?
