Looks to me that user cannot move subtopic around w <CTRL><ALT> +arrow keys. At least not on my system w2ksp4. Also key selection for this commonly used function is very inconvenient. IMO different combination would be better.

I have one machine where i have problems with the key combination and one that works fine... cant narrow down to the problem though.
