In the context menu for the attributes panel there is an option to 'Apply this value to children', this is very good for setting attributes but it is not as useful as it might be for setting Tags. The problem is that it wipes out the Tags which already exist and replaces them with the values being applied.

It would be more useful if for the Tags section of the attributes panel there could be an option to 'Add this value to children' which would set the tags being applied without erasing the existing tags.

Is this possible?

This is something that we have plans to improve in the next major versions. It will be possible to add or remove tags from multiple documents at the same time.
