State flags customized by notebook

Request and suggest that the state flags be customized on a per-notebook basis rather than the current application-global functionality. Many time a notebook needs the state icons to denote specific states which have no meaning for other notebooks.

Please consider storing the state icons on a per-notebook basis with the initial state being the application defaults.
