Currently not actual a 'need', but more observational. Why is conditional formatting put on database level, and not on section level. So you can modify the formatting for each section separately if desired. Obviously with an option to 'share' some settings across the full database

It is already possible. See the Applies To field in the Edit Formatting Rule dialog.
