Not sure if this is a bug or a feature request

Sometimes the navigation arrorws in the Menu bar are "grayed out" and I'm unable to activate... this appears to happen when I've added a Topic as a "placeholder" but haven't yet added any text in the main text box. I often add Topic placeholders without adding text and would like to be able to move them around. Seems like it should work that way, so I'm not sure if this is a bug or a feature request.
